Google Unveils Record €13 Billion AI Infrastructure Expansion in Finland Powered by Nuclear Deal

Google has committed to a record-breaking €13 billion ($15 billion; £11 billion) capital expenditure program in Finland to expand its artificial intelligence infrastructure, representing the American technology titan's largest single financial investment across Europe to date.

The expansive development package is designed to dramatically scale up the computing capacity required to handle the tech industry's surging artificial intelligence demands. Under the multi-billion-euro scheme, Google will finance the construction of three brand-new data facilities, heavily expand an existing base, and back critical energy initiatives across the Nordic nation.

A central pillar of the initiative is a landmark 22-year power purchase contract signed with Finnish energy utility Fortum. Under this long-term arrangement, Google will procure up to 50 percent of the total electrical output generated by the Loviisa nuclear power station, securing a steady and predictable supply of baseload clean energy for its computational operations.

The company's new data hubs will be situated across three municipalities—Kajaani, Muhos, and Vaala. In addition to these greenfield projects, Google plans to undertake a significant expansion of its existing hub in Hamina, a landmark site established in 2009 after the firm repurposed an abandoned paper mill.

This high-performance technical footprint will directly reinforce the computational backbone required to deliver Google’s cutting-edge artificial intelligence systems, including its flagship AI chatbot Gemini. Furthermore, the enhanced infrastructure will support the global delivery of foundational digital services such as Google Search, Google Maps, and YouTube.

Finnish Prime Minister Petteri Orpo welcomed the multi-billion-euro commitment, describing the tech company's decision as a clear validation of Finland's national capabilities and digital competitiveness. The Prime Minister noted that the value generated by the data economy reaches far beyond immediate construction, fostering long-term research, innovation, and technological development throughout the domestic economy.

The project is poised to deliver substantial economic stimulus to the Nordic country. According to projections provided by Google, the development is expected to support more than 37,000 jobs over the course of its construction period and contribute an estimated €3.6 billion annually to Finland's gross domestic product.

Physical construction of the new facilities and expansion works is scheduled to get underway during 2027 and 2028. The timeline reflects the extensive preparation required to construct modern hyperscale computing centers alongside the integration of corresponding power grid connections.

Finland is rapidly establishing itself as one of the world's most favored destinations for massive server infrastructure, buoyed by unique geographical and structural benefits. The country's naturally cold climate helps dramatically lower the substantial energy overhead needed to cool densely packed server racks, while its power sector offers an abundant mix of low-carbon electricity coupled with a modern, uncongested transmission grid.

The announcement comes directly on the heels of another major tech sector development in the region. Just days earlier, social media platform TikTok unveiled its own $1 billion investment to construct a dedicated data center in the Finnish city of Kouvola, pointing to Finland's robust data governance, clean energy generation, well-developed digital backbone, and highly qualified technical workforce.

The prolonged agreement between Google and Fortum also delivers crucial financial predictability for the Loviisa nuclear facility, which currently accounts for roughly 10 percent of Finland's total electricity production. Fortum highlighted that Google's long-term commercial backing will directly facilitate an investment program focused on boosting generating capacity and extending the operational lifespan of the nuclear power station.

Ruth Porat, the president and chief investment officer of Alphabet and Google, emphasized that the corporation is dedicated to pairing its computational growth with sustainability and community integration. She indicated that the venture underscores a corporate strategy centered on expanding technical infrastructure in step with new energy generation, system-wide grid enhancements, and ongoing energy affordability measures.

The historic European investment comes amid a broader capital expenditure drive by parent company Alphabet, which recently raised its global spending framework to as much as $205 billion. The massive capital allocation is being deployed worldwide as major technology enterprises race to secure the vast energy reserves and processing power essential to lead the generative artificial intelligence era.

In tandem with core infrastructure development, Google confirmed that the investment package encompasses dedicated funding for clean energy generation, alongside community and nature funds. These ancillary financial resources will be directed toward safeguarding local biodiversity, advancing scientific and educational research, and supporting regional workforce training programs.

Through the planned 2027 and 2028 buildout, Google's deepening collaboration with Finnish institutions marks a decisive step in bridging massive digital computation with regional decarbonization, cementing Finland's status as a premier hub for European cloud and artificial intelligence infrastructure.
