North Korea Expands Uranium Enrichment Capabilities with New Two-Storey Facility, Watchdog Reports

North Korea has constructed a new two-storey uranium enrichment facility at its primary nuclear site, the head of the International Atomic Energy Agency has warned. Rafael Grossi, the director general of the United Nations nuclear watchdog, highlighted the development as a cause for serious concern amid ongoing expansions to Pyongyang's covert atomic infrastructure.

The newly built structure is situated within the Yongbyon nuclear complex, the historic cornerstone of the nation’s nuclear program. According to assessments, the facility is believed to possess the capacity to house up to 28 centrifuge cascades, which are crucial components utilized in the process of enriching uranium for weapons development.

In an evaluative report released late last month, the IAEA detailed how the country has steadily advanced its nuclear capacities despite strict international prohibitions. Director General Grossi reiterated that the persistence and ongoing advancement of the Democratic People's Republic of Korea's atomic weapons initiatives represent unmistakable breaches of United Nations Security Council resolutions, calling the developments deeply regrettable.

Independent verification remains a challenge because the Vienna-based agency has been barred from deploying personnel inside North Korea. International monitors were expelled from the country in 2009, forcing the agency to rely entirely on commercial satellite imagery and remote analytical tools to track activities at known and suspected nuclear installations.

The agency’s monitoring of the new Yongbyon installation dates back earlier in the year, with formal references to the building emerging in June. The IAEA noted that North Korean leader Kim Jong Un conducted a high-profile inspection of what state media termed a newly inaugurated nuclear materials production facility on June 3, which the agency confirmed to be the two-storey structure at Yongbyon.

During that visit, Kim commended the state's significantly broadened manufacturing capacity. According to details cited in the watchdog's report, the North Korean leader indicated that this expanded infrastructure would pave the way for carrying out even more ambitious plans for the country's atomic arsenal.

The expansion at Yongbyon is not an isolated event. The IAEA report highlighted that operations appear to have commenced at another enrichment site located in Kangson, situated near the capital city of Pyongyang. Satellite monitoring suggested that operations at the Kangson facility began around January, following the construction of an expansive annex at the location in 2024.

Earlier in April, the nuclear watchdog had already sounded alarms that North Korea was accelerating its capacity to produce fissile material for nuclear bombs. Those warnings followed months of continuous surveillance showing heightened activity and structural modifications across the Yongbyon site.

Security experts note that the North Korean nuclear network extends well beyond the perimeter of Yongbyon. Edward Howell, a lecturer at the University of Oxford, explained to the BBC that the covert nature of North Korea's infrastructure presents a profound challenge to international observers because many production hubs remain hidden, unverified, and difficult to deter or target.

Howell emphasized that facilities like Kangson illustrate the breadth of the network. He added that because North Korea's nuclear doctrine is deeply ingrained across its broader domestic and foreign policies, the international community should anticipate the existence of additional concealed enrichment sites across the country.

Pyongyang continues to pour substantial financial resources into its secretive weapons programs despite persistent economic hardships faced by the broader population. Although North Korea remains one of the world's most impoverished nations, a 2022 assessment by a non-proliferation think-tank estimated that the regime allocates approximately $640 million annually toward expanding and maintaining its nuclear stockpile.

Under Kim Jong Un's leadership, the pace of weapons development has accelerated rapidly. Kim has overseen an unprecedented number of ballistic missile launches, including tests of long-range intercontinental ballistic missiles, which the regime began test-firing in 2017 to demonstrate its strike capabilities.

To date, North Korea has conducted six underground nuclear detonations, with the most recent test occurring in September 2017. In 2022, Pyongyang formally codified its status by declaring itself a nuclear power and enacted legislation pledging never to surrender its atomic arsenal, which is currently estimated to contain dozens of warheads.

South Korean officials have warned that the expansion of enrichment facilities allows Pyongyang to steadily enlarge its stockpile. South Korean President Lee Jae Myung previously noted that the North produces an estimated 15 to 20 additional warheads each year, expressing support for potential negotiations between United States President Donald Trump and Kim aimed at freezing further production.

In a bid to de-escalate tensions on the peninsula, President Lee proposed in August that the two Koreas open formal talks on declaring an official end to the Korean War. Lee suggested that such discussions could provide an effective platform to address and halt the continuous advancement of Pyongyang's nuclear capabilities; however, North Korea has not yet issued a response to the proposal.
